Job Description & Details:

It is an exciting time to work for the Triview Metropolitan District (TMD), and we are looking for an Assistant District Manager/Project Manager to join our team. This is an ideal opportunity for anyone who wants to be part of a growing business within an established organization. This position will report directly to the District Manager. TMD is a Title 32 Special District and provides water and wastewater services along with parks and open space maintenance, street maintenance, and storm water facilities operations within the Town of Monument. TMD has approximately 2,200 existing homes, plus multifamily and commercial development. Triview is in the process of implementing a renewable water program, that when completed, will provide nearly 90% of the district’s water demand. To date, TMD has acquired approximately 1,900-acre feet of renewable water in the Upper and Lower Arkansas Basin, and on Fountain Creek. The district also has a 999-acre foot, long-term storage contract in Pueblo Reservoir. TMD also owns the 800-acre Stonewall Springs Reservoir Complex that includes the 2,050-acre foot South Reservoir and two other reservoir sites, one of which will be under construction in 2024, through a public private partnership. TMD is partnering with Colorado Springs Utilities (CSU) in two regional pipeline projects. The first regional project is the Northern Delivery System, which consists of a 6-mile, 16” pipeline, along with a 4.0 mgd pump station. This project is funded entirely by TMD and will deliver water from CSU’s distribution system to TMD’s water distribution system. This delivery system project is expected to be under construction in the second quarter of 2023. The second regional project is the Northern Monument Creek Interceptor, which will deliver TMD wastewater flows to CSU’s J. D. Phillips Water Reclamation Plant. This pipeline project is currently in design.

Position Summary:

This position will report directly to the TMD District Manager who reports directly to the TMD Board of Directors. As an Assistant District Manager/Project Manager you will be involved in the following:

  • Project management of large water and wastewater projects.
  • Assist with the adjudication and implementation of TMD’s water resources, along with the management of studies and design and construction of capital projects that are owned and operated by TMD.
  • Assist with the development and implementation of water accounting procedures for all TMD’s renewable and nonrenewable resources.
  • Oversee the operations of TMD’s water resources to include diversions, exchanges and leased water operations.
  • Attend district board meetings and various Ditch board meetings and regional water organizations meetings.
  • Attend construction meetings.
  • Help with the preparation of the district’s annual budget.
  • Work closely with the district manager managing the district’s engineering consultants and TMD’s legal team.
  • Work closely with the district manager meeting with various developers and their development teams.
  • Work independently and make sound business decisions based on facts, previous experience and/or guidance from the district manager.
  • Plan and conduct independent work requiring judgment in the evaluation, selection, application and adaptation of engineering techniques, procedures and criteria.
  • Ensure compliance with internal policies, engineering standards and regulatory requirements on district projects.
  • Provide technical assistance to customers and contractors.

Qualifications, Skills and Abilities:

  • Must possess a bachelor’s degree from an accredited college or university in Business Administration, Civil Engineering or a closely related field
  • Previous experience in the water and wastewater field is desired
  • Possession of various water licenses, including
    • A-Treatment
    • Collection IV
    • Distribution IV
  • 10+ years of relevant experience required in the utility/public works environment
  • 5+ years of experience working in a management/leadership role within a utility/public works environment

This job operates in a professional office environment. The successful candidate will be required to work at TMD’s office setting located near Jackson Creek Parkway and Leather Chaps Drive. This position routinely uses standard office equipment such as computers, phones, photocopiers and scanners. The performance of this position may require exposure to construction areas that require the use of personal protective equipment, including a hardhat and safety glasses. Field work-related activities will be in Northwestern El Paso County, Pueblo County and Chaffee County. TMD is an Equal Opportunity/Affirmative Action Employer.
