Triview Metro District’s 2026 Budget Goals
A strong, well-planned budget helps the district maintain quality services, invest in long-term infrastructure and keep costs predictable for residents. At the December board meeting, board members and Jim McGrady, general manager of the Triview Metro District, discussed the following priorities for the 2026 district budget. The final approved budget will be shared in the next newsletter.
- Higby Road Improvements: Advance the Higby Road widening project, with completion targeted for spring 2027.
- Reliable Water Resources: Maximize the use of renewable water supplies to ensure long-term sustainability, while continuing to manage the higher operating costs associated with these resources.
- Infrastructure Maintenance: Maintain and enhance roads, parks, reservoirs, wells, pump stations and other essential facilities.
- Venison Park: A $300,000 investment will add an inclusive playground designed for children of all abilities.
- Jackson Creek Parkway Roundabout: Complete the design of a roundabout at Jackson Creek Parkway and Lyons Tail that will improve traffic flow and safety and reduce congestion.
- New Utility/Administration Building: Open the district’s new 8,000-square-foot facility in January 2026. This building will consolidate staff from four locations, add six garage bays and modern meeting spaces and generate long-term cost savings. Construction, led by Crossland Construction, began in June and will finish January 2026.
- Regional Collaboration: Support regional infrastructure improvements, including the Northern Monument Creek Interceptor project that will ensure long-term wastewater solutions.
- Financial Sustainability: Build strong cash reserves to prepare for future investments and unexpected needs, while still focusing on reducing taxes. The district has reduced the tax burden to residents by more than 40% over the past six years — from 35 mills in 2019 to just 20.5 mills in 2025. It will remain at 20.5 mills in 2026.
- Efficiency Upgrades: Invest in equipment and vehicles to improve operational efficiency.
These priorities reflect the district’s commitment to maintaining quality services, supporting growth and making long-term improvements that benefit both residents and businesses.

Let It Snow! Here’s a Refresher on Our Snow Removal Plans
Snowy days have officially arrived, and winter is settling in. As we brace for more winter storms, we’d like to remind everyone of our snow removal policy to keep streets and sidewalks safe and accessible. Here’s what to expect when the white stuff starts piling up:
- Less than 2 inches of snow or slush – Plowing will not take place, as this amount is expected to melt quickly when the sun returns.
- Between 2 and 4 inches of snow or slush – Primary streets will be plowed regularly; secondary streets will be plowed at intervals and fully cleared after the storm ends.
- Between 4 and 8 inches of snow or slush – Primary streets will be plowed continually; secondary streets will be plowed at intervals. Once the snowstorm ends, all streets will be fully cleared. District-maintained sidewalks and common areas will also be cleared.
- At least 8 inches of snow or slush (major snowstorm) – Our focus will be on heavily trafficked areas first, with other primary and secondary streets plowed as conditions allow.
To help plowing crews work safely and efficiently, please do not park on the streets after any snowfall. This will allow plows to clear roads without obstacles. Also, remember that residents are responsible for clearing the sidewalks adjacent to their properties. Please shovel snow off your walkways, sidewalks and driveways into your yard—not the street.

Higby Road Improvements — Construction Update
Work on Higby Road improvements began this fall, bringing us closer to delivering the much-needed upgrades for our growing community. While additional work was required to relocate utilities (including communication facilities, gas lines and overhead electric lines buried), construction is set to resume mid-March when warmer weather will allow for steady progress.
Storm sewer conflicts that initially posed challenges have now been resolved, marking an important step forward.
The project will be completed in two phases:
- Phase One (March 15 – Aug. 15, 2026):
- This phase will address a 3,600-foot section of Higby Road, spanning from Bowstring Road to just east of the Harness Road intersection. Work will include the installation of storm sewer piping along this section. Additionally, the segment of Higby Road between Jackson Creek Parkway and Bowstring Road will undergo roadway construction from approximately May 15 to August 15.
- Phase Two (Planned for completion by Spring 2027):
- This phase will extend roadway improvements east from Bowstring Road to 600 feet east of Harness Road.
- As part of this project, Mountain View Electric Association (MVEA) will underground the overhead power lines along the south side of Higby Road. This work is scheduled to occur between December and March/April 2026 and is expected to overlap with preparation for Phase One.
These improvements will improve safety, reduce traffic congestion and increase accessibility for the community for years to come.

Notification: 2026 Water and Wastewater Rate Increase
Effective Jan. 1, 2026, water and wastewater rates will increase by 6.5%. This adjustment reflects the multi-year rate increase approved by the Colorado Springs City Council in 2024, which began in 2025 and will continue through 2029.
The increase ensures Triview can cover the rising costs passed on by Colorado Springs Utilities and address inflationary pressures like higher electrical rates, salaries, benefits and material costs. It also supports delivering renewable water and reducing reliance on nonrenewable groundwater, helping preserve our Denver Basin water supply for drought conditions.
This rate increase will take effect on Jan. 1, 2026, and will appear on your February 2026 bill.
There is also a small change to how wastewater rates are calculated, which is due primarily to increased operating costs at the Upper Monument Wastewater Treatment Facility, where the wastewater from our community is treated. Starting in 2026, the calculation for your sewer average will use water usage from December 2025, January 2026 and February 2026. Previously, the averaging period included four months (November–February).
By narrowing the averaging period to three winter months, the district aims to provide a fairer calculation, particularly for residents who irrigate lawns or trees in November. This three-month average determines wastewater rates for the following 12 months.
This adjustment balances rising costs with a commitment to fairness for our residents.
To put this water increase into perspective, if you use 4,000 gallons per month during the non-irrigation season of November through April, your monthly water bill will increase by $6.20 per month. During the summer months, if you use 12,000 gallons per month, your bill will increase by $12.60 per month.
